KUANTAN, Feb 6 (Bernama) -- The Pahang state government has fully implemented the Electronic Procurement System of Pahang (ePPHG) as part of its efforts to strengthen governance, transparency and financial discipline in the management of public sector procurement, in line with the direction of the Pelan Digital Pahang 2021–2025.
The implementation of ePPHG supports the state’s broader digitalisation agenda aimed at improving government service delivery, operational efficiency and governance outcomes.
The system was officially launched and officiated by Pahang State Financial Officer Dato’ Indera Haji Fadzilla Salleh, representing the State Secretary of Pahang witnessed by Chief Executive Officer of CDC International, Putri Nurul Ida Yahya, other senior state officials and representatives from implementing agencies.
The ePPHG system was developed and is maintained by CDC International Sdn Bhd using the SPEED (Sistem Perolehan Elektronik Dinamik) platform, which is also used by various statutory bodies, institutions and organisations nationwide to support governance-driven procurement practices.
Previously, state procurement management faced challenges arising from non-standardised processes, reliance on manual methods and varying levels of compliance across agencies. Through ePPHG, procurement activities are now consolidated under a single digital platform, enabling more systematic control, monitoring and audit readiness.
According to Dato’ Indera Haji Fadzilla, the implementation of ePPHG also adopts a Private Finance Initiative (PFI) approach, allowing the system to be developed without direct allocation from the state government, in line with prudent financial management principles.
The ePPHG platform supports end-to-end procurement through policy-aligned workflows, while promoting inclusive participation across a broader supplier base.
Putri Nurul Ida Yahya said, “ePPHG is not merely a new system, but a long-term investment in governance. Our role goes beyond platform delivery, ensuring system continuity in line with evolving policy requirements and procurement frameworks”.
Following the successful completion of a pilot phase in the fourth quarter of 2025, ePPHG has been fully adopted across all Pahang state departments from January 2026, with all procurement transactions and supplier registrations now conducted through the integrated platform.
The implementation of ePPHG demonstrates how system-led procurement can function as a long-term governance mechanism beyond procedural compliance, supporting the development of a sustainable and future-ready public procurement ecosystem.
